ALSF Supports Mauritania’s First Renewable Energy Public-Private Partnership

Nouakchott, Mauritania – November 2025

The African Legal Support Facility (ALSF) is proud to have supported the Government of Mauritania in concluding the project agreements for the country’s first Independent Power Producer (IPP) energy project. This landmark $300 million public-private partnership (PPP) marks a significant step forward in Mauritania’s efforts to attract private investment in the energy sector and enhance energy security. The 60MW project, developed by Iwa Green Energy is Mauritania’s first large-scale hybrid renewable power project. It will pioneer the integration of solar, wind, and large-scale battery storage to deliver dependable renewable power to the national grid under a long-term Power Purchase Agreement (PPA) with the national electricity utility.

Mauritania has been steadily advancing its energy strategy to diversify sources of power generation and meet rising national demand. The Government’s ambition is to harness renewable resources, solar and wind, to reduce reliance on imported fossil fuels and advance the country’s transition toward sustainable and affordable power generation. The project was one of the first to be developed under the Desert to Power initiative's Independent Power Producer Joint Protocol, a regional framework designed to attract private capital through standardized investment terms across Sahel countries.

The ALSF’s support is aligned with its mandate to provide transactional support to African governments in structuring and negotiating complex agreements in the energy, PPPs, natural resources, and sovereign debt sectors. The ALSF’s support was rendered in partnership with the African Development Bank (AfDB), the Sustainable Energy Fund for Africa (SEFA), and Trinity International LLP.

 

About the ALSF

The ALSF assists African governments in negotiating complex commercial transactions, providing legal and technical assistance and developing capacity building tools in the key sectors of infrastructure and public-private partnerships, energy, natural resources and extractive industries, as well as on sovereign debt and creditor disputes.
